House approves Solomon bill that would increase penalties for theft of catalytic converters

 

STATE HOUSE — The House of Representatives today passed legislation introduced by Rep. Joseph J. Solomon Jr. (D-Dist. 22, Warwick) that would increase the penalties for thefts of catalytic converters.

Last session, the General Assembly enacted legislation introduced by Representative Solomon that requires purchasers of a catalytic converter to obtain either the vehicle registration or the vehicle identification number from the vehicle from which the catalytic converter was removed and provide upon request, the information to a law enforcement agency.

“We’ve given businesses the opportunity to do the right thing,” said Representative Solomon. “Now we’re making it tougher and holding them more accountable. This is a serious issue that’s affecting everybody. When it happens to poor people or disabled people, they can hardly afford to replace them.”

The bill (2023-H 5841aa) would mandate a bill of sale, eliminate cash payments and require the attorney general to suspend the license of any violator of the law. Additionally, the legislation would change the requirement for every person licensed under this chapter to retain a copy of the report form for a period of one year to three years from the date of the sale. Also, a conviction under this law would be a felony subject to fine and imprisonment.

Testimony in favor of the legislation submitted by the National Insurance Crime Bureau to the House Committee on Corporations said, “Catalytic converter theft has skyrocketed in recent years in part due to the significant rise in the price of various precious metals, including rhodium, platinum, and palladium. All are used in the construction of catalytic converters. Criminals are seizing the opportunity to profit off these increased prices by removing the catalytic converter from vehicles — in relatively easy fashion — and selling the stolen part on the black market. The component precious metals can be recycled into new products. Nationally, catalytic converter thefts more than quadrupled from 3,389 in 2019 to 14,433 in 2020. Thefts jumped dramatically yet again to over 52,000 in 2021, an increase of 1,215% since 2019.”

The measure now moves to the Senate for consideration.

 

President Trump has signed the Middle East peace plan and is now on his way back to Washington, D.C. Trump departed Egypt aboard Air Force One after signing the Gaza ceasefire and addressing leaders from around the world. The 20-point plan has so far led to a Gaza ceasefire, with Hamas releasing all of its living Israeli hostages, and Israel starting to release its Palestinian prisoners.        Wall Street's closing bell is ringing with stocks way up. Stocks rallied after President Trump eased worries about trade relations with China. Gains in Broadcom and other chipmakers led the way after Trump's Truth Social post on Sunday suggested he's unlikely to impose new tariff hikes on China.        A powerful nor'easter is causing flight delays to pile up in the Northeast. In New York, LaGuardia and JFK airports are experiencing ground delays lasting hours. Hundreds of flights were canceled or delayed today at Boston's Logan International Airport. These delays are impacting the rest of the U.S.        There are little signs of progress being made on ending the government shutdown. The Senate has conducted seven votes on Democratic and Republican plans for short-term funding but all have failed. Senators won't be back for another effort until tomorrow.        Amazon is looking to hire 250-thousand workers ahead of the holidays. It's looking for full-time, part-time, and seasonal workers for its fulfillment and transportation teams. Employees can earn an average of 23 dollars per hour, plus benefits.        The MLB Postseason is back underway. In the first game this evening, the Toronto Blue Jays are hosting the Seattle Mariners in Game Two of the American League Championship Series after dropping the opening game last night. Following that game, the National League Championship Series will get underway with the Los Angeles Dodgers visiting the Milwaukee Brewers.
