McNamara bill would make it easier for homeowners’ associations to purchase leased land

 

STATE HOUSE — Rep. Joseph M. McNamara (D-Dist. 19, Warwick, Cranston) has introduced legislation that would make it easier for homeowners’ associations to purchase land that its members are currently leasing.

The bill (2025-H 5299) would direct Rhode Island Housing to work with the Department of Housing, the Rhode Island Infrastructure Bank, and other appropriate entities to investigate and determine ways to further assist an incorporated homeowners’ association to exercise rights to purchase leased land pursuant to the right of first refusal.

“Residents who own homes on leased land that belong to aging families may find themselves in situations where that land passes to some corporate interest,” said Representative McNamara, whose district includes homesteads on leased land. “This allows incorporated associations of homeowners, which already have the right of first refusal under the law, to work with housing agencies to understand their rights, identify the barriers to transferring these kinds of properties to the homeowners’ association, and make recommendations on how to address these issues and barriers. Ultimately, this is legislation that helps keep people in their homes.”

The measure has been referred to the House Committee on Judiciary. Sen. Matthew L. LaMountain (D-Dist. 31, Warwick, Cranston), who chairs the Senate Judiciary Committee, plans to introduce similar legislation in that chamber.

It's the start of another work week and day 27 of the federal government shutdown. More than 700-thousand federal workers have been furloughed while essential workers continue to show up unpaid and that's starting to take a toll on things like air travel. Several ground stops had to be issued Sunday at busy hubs including L.A., Newark and Boston.        President Trump is in Japan today where he met earlier with Emperor Naruhito at Tokyo's Imperial Palace. He'll also be meeting with the country's new prime minister on this latest leg of an Asian trip focused on trade, investment and defense spending. Later on this week, Trump is set to meet with Chinese leader Xi Jinping [[ she jeen-peeng ]] in South Korea with a U.S. envoy saying trade talks with China are getting closer to an agreement.        Former Vice President Harris is being pressed about why she did not raise concerns about then-President Joe Biden's health before he pulled out of the race. In a BBC interview, Harris was asked about a section of her new book where she discusses the matter. The former VP said she now wonders whether she should have raised concerns at the time.        The three candidates looking to become New York City's next mayor continue to push for votes as Election Day draws closer. Over the weekend, Democrat Zohran Mamdani spoke at a Baptist church about making New York more affordable while independent Andrew Cuomo rallied with supporters, calling Mamdani a socialist and a divider. Republican Curtis Sliwa was campaigning as well, saying he is the only law and order candidate who will bring down crime.        Investigators believe multiple gunmen were involved in a shooting during a homecoming event at Lincoln University in Pennsylvania. One person was killed when shots were fired outside the school's International Cultural Center on Saturday night. Six others were wounded but are expected to survive.        Former New York Jets center Nick Mangold died Saturday night of complications from kidney disease. He shared his fight publicly in a social media post earlier this month, revealing at the time that he needed a kidney transplant. Nick Mangold was 41.
