President Trump has announced a one-year-deal with China on critical rare earth minerals and some tariffs. The deal would see fentanyl-linked tariffs on China lowered by ten percent, cutting tariffs on Chinese exports cut from 57 percent to 47 percent. Trump says Beijing is committed to fighting the flow of fentanyl.        The Senate will once again hold a vote on a measure today to try to reopen the federal government. Over 40-million Americans who depend on food benefits may see their aid come to an end on Saturday if the appropriations bill isn't passed. Some Democrats are calling on the Trump administration to use contingency funds to continue the benefits, but the USDA says it doesn't have the legal authority to use the funds.        National Guard reaction forces are being readied by the Pentagon. According to multiple reports, thousands of specialized personnel have been ordered to complete civil unrest mission training over the next few months. The Department of War's "quick reaction force" of National Guard troops must be fully trained, equipped with riot control gear and be ready to deployed by the first of the year.        Bermuda is bracing for Hurricane Melissa after the deadly storm caused devastation in the Caribbean earlier this week. At least 30 people were killed with majority of the deaths coming from floods in Haiti. Hurricane experts say Melissa is one of the strongest Atlantic hurricanes in recorded history.        The White House will welcome trick or treaters today. The event is open to those who have tickets, including families of military, law enforcement and foster children. Candy will be provided by the National Confectioners Association.        The Blue Jays need just one more win to their first World Series in over 30 years. Toronto beat the Dodgers 6-1 in Game Five last night in Los Angeles. The Blue Jays lead the best-of-seven series 3-2 with L.A. hoping to stave-off elimination north of the border on Friday.
