Chairwoman Alzate introduces bill to turn commercial buildings into housing

Bill is part of Speaker Shekarchi’s legislative package addressing the housing crisis in Rhode Island

 

            STATE HOUSE – Rep. Karen Alzate, Chairwoman of the House Special Legislation Committee, has introduced legislation (2023-H 6090) that would make it easier to convert commercial structures such as hospitals or mills into housing.

            The bill is part of House Speaker K. Joseph Shekarchi’s (D-Dist. 23, Warwick) 14-bill package of legislation to address Rhode Island’s housing crisis.

            “In Pawtucket, we have had great success in repurposing our old mill and factory structures into new housing developments and I believe similar successes would be seen across the state with the passage of this legislation.  Even in Pawtucket, we have barely tapped the potential of existing and vacant structures to help alleviate the housing crisis and this bill will help spur necessary and vital housing development in the state,” said Chairwoman Alzate (D-Dist. 60, Pawtucket, Central Falls).

            The bill would allow, as a permitted use, the adaptive reuse of commercial structures, such as mills, factories, hospitals, malls, churches and schools, into high density residential developments without the need to go before a municipal planning board for a zone change. The legislation does not take away the municipal review and permitting process for such developments.

Incentives for a developer to look at taking a factory and converting it to housing include not requiring one parking space per unit and the fact that many of these buildings have ample water and electricity, making the building easier to convert since the infrastructure would already be present.

Density would be determined at a minimum of 15 units per acre where the project provides for a portion of low- and moderate-income units and where development is within an existing footprint.  All projects would be reviewed under the Development Plan Review.

The bill has been referred to the House Municipal Government and Housing Committee and will be heard on March 16.

 

Both Minnesota and Illinois are suing the Trump administration over ongoing immigration enforcement tactics. The separate lawsuits filed Monday come after the administration surged enforcement activity in Chicago and in Minneapolis, where an ICE agent fatally shot a woman last week. The states are asking for a court injunction to stop the immigration operations.        The Trump administration is keeping a close eye on Iran as anti-regime protests continue in the streets. A bulletin from the State Department urges U.S. citizens to leave Iran, prepare for communication blackouts, avoid demonstrations and stock up on essentials. It comes just as President Trump is reportedly reviewing military options if the death toll continues to climb among protesters. He's also announced tariffs on any country that does business with Iran.        The Clintons could be held in contempt of Congress if they don't show up for a House committee hearing in the Jeffrey Epstein investigation. Former President Bill Clinton and former Secretary of State Hillary Clinton were originally ordered to appear before the GOP-led committee in December, but asked that the date get pushed back to today - January 13th.        A Georgia prison remains on lockdown while a deadly riot is under investigation. The Georgia Department of Corrections revealed Monday that the fights that broke out the day before inside Washington State Prison were gang-related. Three inmates were killed, while 13 inmates and a guard were treated for injuries.        The U.S. Marshals Service has joined the search for Hollywood actor and director Timothy Busfield. He's facing child sex and abuse charges lodged by twin brothers who allege it occurred while working on the television series "The Cleaning Lady" in 2022. Police in Albuquerque, New Mexico say the federal agency stepped in to assist with the arrest warrant, which was issued Friday.        The Texans eliminated the Steelers from the NFL playoffs with a 30-6 win on Monday Night Football. The Texans win wraps up Wild Card weekend in the NFL as eight teams remain in Super Bowl contention.
