Technical issues with Amazon Web Services that impacted users worldwide have mostly been resolved. The issues started overnight with Amazon Web Services, which provides the online infrastructure for scores of sites and services. According to Downdetector, users of Zoom, WhatsApp, Snapchat, Amazon Prime, Hulu, Alexa, Roblox, Venmo and many more were all hit with tech problems.        The Senate is set to vote soon on a measure that looks to bring an end to the government shutdown. There's been little signs of progress as Democratic lawmakers remain dug in on efforts to extend healthcare subsidies. Meanwhile, Republicans are demanding the government reopen before any negotiations take place.        An appeals court has ruled President Trump can deploy National Guard troops to Portland. Under the ruling, the justices said presidential determinations are not reviewable by federal courts. The Court of Appeals lacks the power to issue injunctive relief.        The week's starting with stocks higher on Wall Street. Stocks rose sharply with technology shares leading the way ahead of big-name earnings reports in the coming days. Apple gained four percent with all three major indexes up more than one percent for the session.        A man who allegedly threatened to "shoot up" Atlanta's airport has been arrested. It happened today at Hartsfield-Jackson Airport, the world's busiest airport. Police say officers located an AR-15 rifle inside the man's vehicle, and Atlanta Mayor Andre Dickens says a tragedy was averted.        The American League will crown a champion tonight, with game seven of the ALCS just hours away. The Blue Jays will host the Seattle Mariners at 8:10 p.m. eastern. The winner will head to the World Series to face the Los Angeles Dodgers.
